State Motorcycle plates are used on state-owned vehicles which meet the criteria for registration as a motorcycle. The State Department of Energy and Environmental Protection appears to be one of the few (if not the only) department to use these plates. These plates are now issued on the light blue base, with a “State” legend at the bottom center.
