I saw several of these traveling together; the power units pulling these also had low-numbered Apportioned plates (1 and 2 digits before the -A). Since Apportioned numbering started at 1000-A, I’m guessing these trailer plates were special-issued as well.

As noted on the main page, Oversize Load trailers use 2 plates. Sometimes they are sequential as on this trailer.
Often times, the plates were issued far apart – sometimes even displaying different numbering formats altogether.
